Bemax submits the most favourable bid for the adaptation of a facility in Podgorica, savings for the state exceed half a million euros

The company Bemax has submitted the most favourable financial offer in the tender issued by the State Property Administration for the adaptation of part of a commercial facility in Podgorica, according to unofficial information obtained by portal ETV. According to that unofficial information, Bemax offered a price of €2,984,893.86, which is €526,352.81 lower than the estimated value of the works, set at €3,511,246.67 excluding VAT - meaning more than half a million euros in savings for the state budget.
It should be recalled that although Bemax was recently in the public spotlight due to an alleged attempt at obstructing another major project - the adaptation of the old Government building for the needs of the Special State Prosecutor’s Office - in this tender they have achieved a formal victory in terms of price.
The tender was valued at €3,511,246.67 excluding VAT, while Bemax submitted a bid of €2,984,893.86, significantly undercutting the estimated cost.
According to ETV’s information, the bids ranked by price are as follows:
BEMAX LLC PODGORICA: €2,984,893.86
ROAMING MONTENEGRO: €3,072,731.60
XENERGY LLC PODGORICA: €3,491,995.37
The next step lies with the commission responsible for conducting a detailed review of all submitted documentation and for scoring the bids in accordance with the defined criteria, which include elements such as warranty periods and deadlines for completing the works, in addition to the financial offer.
Although Bemax is, according to the results, by far the most favourable bidder, the final decision will depend on compliance with all remaining requirements and the outcome of the technical evaluation.
The question that naturally arises is - Will the lowest price be sufficient to win the contract this time?
