The Police Directorate announced that by failing to report gatherings and by occupying roadways on one's own accord citizens are violating the provisions of the Law on Public Assemblies and the Law on Road Traffic Safety, and that unannounced blockades directly endanger their own safety as well as the safety of other traffic participants, and infringe upon the rights and freedoms of other citizens.
- We remind that, pursuant to Article 60 of the Law on Road Traffic Safety, drivers are prohibited from stopping or parking vehicles at intersections, at a distance of less than five meters from the edge of a cross roadway, as well as on roads with physically separated carriageways, while, in accordance with Article 91 of the same Law, pedestrians are prohibited from suddenly stepping onto the roadway, as well as from moving or remaining on the roadway, except in cases prescribed by law - the police said.
They reiterated that the redirection and closure of road traffic may be carried out exclusively by the police, in accordance with the law and their legal authorities, and that such actions must under no circumstances be carried out by citizens on their own initiative.
- Having in mind the above, it is of utmost importance - primarily for the safety of the participants themselves - that such gatherings be reported and announced to the police in a timely manner in accordance with the law, so that police officers, acting within their powers, can ensure traffic and participant safety, as well as act preventively to avert any potential endangerment of public traffic and disturbance of public order and peace - the police stated.
They emphasized that any other behavior by organizers and participants of these protests, and the exclusion of the police as a partner - who could, through timely action, reduce the possibility of disturbances to public order and peace or threats to the safety of persons and traffic participants –put citizens' safety at risk and consequently raises the issue of the organizers’ responsibility should any incidents or unwanted consequences occur during such gatherings
- The Police Directorate, therefore, while respecting citizens’ right to peaceful assembly, reminds organizers and participants that in exercising their rights they may not restrict or endanger the rights of other citizens, and reiterates that reporting public gatherings is necessary for safety reasons. The Police Directorate will assess each request individually and, accordingly, undertake measures and actions depending on the situation on the ground - the police said.
They also stressed the importance of cooperation with the police and a partnership-based approach, so that all citizens can use public roads safely and peaceful gatherings can be held without risk to the safety and rights of others.

Police Directorate on blockades by Zeta residents: Public gatherings must be reported

Citizens of Montenegro are advised to refrain from traveling to Iran until further notice, the Ministry of Foreign Affairs (MFA) announced.
- In view of the deteriorated security situation in the Islamic Republic of Iran, the Ministry recommends that citizens of Montenegro refrain from traveling to that country until further notic - the statement says.
At the same time, it adds, Montenegrin nationals who are currently in the territory of the Islamic Republic of Iran are advised, in accordance with their possibilities and personal assessment, to consider leaving the country, while strictly observing the applicable security recommendations and instructions of the competent authorities.
-The Ministry of Foreign Affairs remains committed to monitoring developments closely, in cooperation with international partners, and will keep the public informed in a timely manner of all relevant circumstances important for the safety of Montenegrin citizens - the Ministry concluded.

MFA: Montenegrin citizens advised to refrain from traveling to Iran until further notice

It is still unknown who will make up the commission tasked with resolving the issue of ownership of the ship „Jadran“ within the Ministry of Foreign Affairs. What officials at the MFA told the ETV Portal is that the commission will be formed in the coming period (without specifying a deadline), and that its composition, as they state, will be agreed upon by Deputy Prime Minister and Minister of Foreign Affairs Ervin Ibrahimović and Minister of Defence Dragan Krapović. It has also been agreed, they add, that Minister Krapović will head the commission.
- The issue of the status of the training ship „Jadran“ is a complex one, which Montenegro wishes to resolve exclusively through dialogue with the Republic of Croatia, in the spirit of good-neighbourly relations, friendship and openness - officials from Minister Ibrahimović’s department said.
As they note, bearing in mind the complexity of the legal, historical and other aspects, as well as the existing, opposing positions regarding the status of the training ship „Jadran“, the agreement reached by the two sides during bilateral political consultations is to exchange the arguments at their disposal through open dialogue, in order to relieve bilateral relations of this issue.
- We maintain the position that the only way to resolve not only this, but all other open issues, is to discuss them exclusively on the basis of an exchange of facts and exact data, relieving the process of emotions or personal impressions - they stated.
In this context, the Ministry of Foreign Affairs has sent an initiative to the Ministry of Defence, referring to the need to establish a specialized commission that will deal with this issue.
- Since the said issue falls within the competence of the Ministry of Defence, it has been agreed that the commission will be headed by the Minister of Defence - the MFA said.
As stated in their remarks to the ETV Portal, the decision on the personal composition of this body, whose establishment is expected in the coming period, will be made as part of consultations between Deputy Prime Minister and Minister of Foreign Affairs Ibrahimović and Minister of Defence Krapović.
At the end of last year, the Government of Croatia established a commission for the return of the training ship „Jadran“ and other military property from Montenegro.

The leader of the Democratic Union of Albanians (DUA) Mehmed Zenka told the ETV Portal that a reconfiguration of the government is urgently needed for Montenegro’s European path and its EU membership.
- It is absolutely necessary. However, it requires will and courage. Unfortunately, it seems that both are lacking - Zenka stated in an interview with the ETV Portal.
Zenka clearly underlined that the reconfiguration of the government should have happened earlier and that the time for it has already come, but, as he says, he does not see readiness for such a move.
Asked whether he believes that the Democratic People’s Party (DNP), led by Milan Knežević, will leave the Government, Zenka said that, based on what has been said and everything that has happened in the meantime (Botun and other issues), he does not see Knežević remaining part of the ruling majority.
- Nevertheless, we will see what the coming days bring - he said in his statement to the ETV Portal.
Let us recall that a few days ago Knežević stated that if, at the next Government session, their initiatives regarding the Serbian language, citizenship, the tricolour flag, and dialogue related to the construction of a wastewater treatment plant in Botun are rejected, ministers from the Democratic People’s Party, Milun Zogović and Maja Vukićević, will submit their resignations. The DPP parliamentary group will withdraw its support from the Government of Milojko Spajić, while the DPP councillors’ group in the Assembly of the Capital City will withdraw its support from Mayor Saša Mujović.

Zenka: Knežević and the DPP on the way out, there is no Europe without a new majority

The President of the Municipality of Zeta and an official of the Democratic People’s Party (DPP), Mihailo Asanović, stated during today’s blockade by the residents of Botun in Donja Gorica that the party will no longer be part of the governing coalition in Podgorica.
- There will be sessions of the local parliament, so you will see whether DPP councillors will attend them. Then we will see how Saša Mujović, a man who was once a member of the DPS, and his Chief of Cabinet, who runs everything, Vesna Brajović, a former State Secretary at the Ministry of the Interior, will secure a majority. Perhaps they will find it in their former party - DPS. I wish them good luck, we will not take part in the government - Asanović said.
Asanović added that the residents of Botun have continued peaceful blockades due to the construction works on the wastewater treatment plant in their neighbourhood.
- Before the New Year, when many people took to the streets and when there was a real risk of bloodshed, the Police Directorate and some constituents of the government called on us and the residents of Botun to suspend the protests, promising that they would withdraw the police and impose a moratorium on construction. That suited them at the time - Asanović said.
He dismissed as untrue claims that the protests are politicised and that Serbian President Aleksandar Vučić has any influence over them.
- When the residents of Botun began protesting 21 years ago, Vučić was not even in power in Podgorica, and the DPP did not exist at that time, as it was formed in 2014. So those stories immediately fall apart - Asanović stressed.
<h2>Waste disposal in Tuzi banned</h2>
According to him, the Capital City and the Government of Montenegro are still exerting pressure on the Municipality of Zeta. He claims that the Capital City has today banned them from disposing of waste in Tuzi.
- As if it weren’t enough that there has been no demarcation for three years and that Zeta has been completely excluded from the capital budget… Mujović and the director of the landfill informed us today that the Municipality of Zeta, which regularly pays 20.000 euros every month for waste disposal, can no longer do so in Tuzi. I immediately called the President of the Municipality of Bar, and we will be forced, starting tomorrow, to transport waste to Bar and pay for it, just as Podgorica does - Asanović concluded.

Asanović: We won't be a part of the government in Podgorica, Mujović may secure a majority with DPS

The woman who issued a series of horrific threats to Cetinje resident Milo Ivanišević via the social network Facebook has been identified, or rather, the Center for Civic Rights believes it knows who she is and has informed the Cetinje Prosecutor’s Office accordingly. However, according to information obtained by the ETV Portal, she has not yet been questioned. As confirmed to us by this non-governmental organization, several other individuals from Cetinje have come forward stating that they were also threatened via the Facebook profile „Ing Arh Zed Ratislavljevna“, and some of them have also spoken to the ETV Portal. The woman was born in Cetinje but does not live in Montenegro’s Royal Capital, she is an architect by profession and is close to the Serbian Orthodox Church. At present, only three posts from previous years are available on the disputed Facebook profile. In one of them, dated 2023, it states: „Yes, I am. And it’s excellent. The Lord is my banner. Both parents have passed away in God, if I were to die physically now, I have completed my mission. I have crossed out my DPS relatives, all of them. And the hypocrites as well. A black sheep with white hair…“. They also handed over a CD containing threats made to other individuals. Some of the threats include: „…I have saved some human lives and I can take one with appetite, because I trained…“, „…fortunately there aren’t many of you, and there will be even fewer…“. <h2>HORRIFIC THREATS</h2> Two days ago, we reported that Ivanišević filed a complaint with the police on January 9 against the person behind the Facebook profile „Ing Arh Zed Ratislavljevna“ due to serious threats directed at him and his family. He also informed the Center for Civic Rights. He reported to the police that that evening, around 9 p.m., he received several voice messages on Facebook from an unknown person using the profile „Ing Arh Zed Ratislavljevna“. In the messages, as he stated, a female voice threatened him and members of his family, including statements such as: „Go on, hang the flags, you gang, and I’ll shove them all down your throats and suffocate you with them“, „You don’t even know God, you’re driven by some communist spite, you little mutt“, „Now spread this around the cafés in Cetinje - someone will recognize me, so come to my house, I’ll unlock the door, let you in, and there will be no way out, you won’t leave alive...“. - I would like to emphasize that I feel endangered and that I fear something like another Medovina or another January 1, 2025 could happen - Ivanišević told the police. One of the messages stated: „Cetinje residents, days of misery will come upon you“. Particularly alarming is the fact that both massacres were committed by individuals who, according to publicly available information, were ideologically, value-wise, and factually close to the Serbian Orthodox Church - an institution that in Montenegro has long ceased to function as a religious community and instead operates as a political, hegemonistic and deeply destructive factor - the Center warned.

A woman born in Cetinje threatens Cetinje residents and curses the city?!

The Food Inspection identified numerous irregularities in December last year, issued 35 misdemeanor notices and imposed fines totaling nearly 10.000 euros, while 1,8 tonnes of canned fruit and vegetables were returned at the border, according to the Inspection’s Activity Report.
According to the report, inspections were carried out at 289 facilities engaged in food business operations. The controls covered all approved facilities for the production, processing, and distribution of food of animal origin, in line with European Commission requirements, with the aim of verifying compliance with EU food safety and hygiene standards.
Enhanced inspections were also conducted in hospitality and retail establishments in tourist municipalities along the coast and in northern Montenegro, ahead of the New Year holidays and the start of the winter tourist season, due to increased food turnover.
Due to the identified irregularities, inspectors undertook 82 administrative measures. A total of 36 decisions were issued ordering the removal of irregularities, three decisions ordering the withdrawal from circulation and destruction of unsafe food, one decision banning employees from working, as well as 42 formal notices instructing the correction of deficiencies.
According to the report, 35 misdemeanor notices were issued, with the total amount of fines reaching 9.600 euros. During the same period, 34 follow-up inspections were carried out to verify compliance with previously imposed measures.
<h2>Nearly 2.000 food shipments inspected at the border</h2>
At the borders, in December 2025, a total of 1.914 imported shipments of food of non-animal origin were inspected, as well as 566 shipments of objects and materials that come into contact with food. For laboratory testing of food safety, 235 samples were taken, along with an additional 10 samples of objects and materials intended to come into contact with food.
Following the inspections, inspectors issued 1.913 decisions approving the import and release into free circulation of safe food shipments, as well as 566 decisions approving the placing on the market of objects and materials that come into contact with food.
The import of one shipment of canned fruit and vegetables, weighing 1.874.88 kilograms, was prohibited due to non-compliance with prescribed requirements.
For the inspections of imported shipments, fees were collected in accordance with the Law on Administrative Fees, totaling 85.510,22 euros.
<h2>Consumer complaints</h2>
During December, the Food Inspection received 16 consumer complaints.
These complaints most often related to products past their expiration date, changes in the color, smell or taste of food, as well as poor hygiene in facilities where food is handled.

During yesterday’s blockade of a roundabout in Podgorica, organized by residents of Botun as a protest against the construction of a wastewater treatment plant, an incident occurred when a citizen Bojan Terzić prevented an ETV Portal journalist from filming by covering the phone camera with his hand. Terzić is known to the police and was arrested in September after threatening Podgorica Mayor Saša Mujović over the construction of the sewage collector.
The incident occurred when a citizen attempted to pass through the blockade at the Podgorica roundabout leading toward Nikšić and Cetinje, stating that his wife, who was in another Podgorica neighborhood, was pregnant and experiencing pain. Despite this, those gathered did not allow him to pass, and a verbal confrontation ensued.
The journalist, who was merely performing her professional duties, attempted to record the event on her phone, at which point Terzić physically prevented her from doing so, shouting at her: „Come on, get out of here. Don’t film“.

<h2>Terzić arrested for threatening Mujović</h2>
One of the more vocal speakers at the gatherings was Terzić himself, who stated that the blockades would not be lifted until representatives of the authorities met with them and an agreement was reached.
- You’ll have blockades every day, you asked for it, now watch. Grab some popcorn and enjoy your defeat. You will not subdue Zeta - he said.
Bojan Terzić was arrested in late September last year for making threats against Podgorica Mayor Saša Mujović, at the time over the plan to build the sewage collector in Botun.
The Police Directorate then explained that a criminal complaint had been filed against Terzić on suspicion of committing the criminal offense of endangering security by posting an offensive and threatening comment addressed to the mayor on Instagram.

On that occasion, Branislav Stijepović was also arrested, and a misdemeanor complaint was filed against him on suspicion that he had directed insulting words at Mujović.
Residents of Zeta who oppose the construction of the wastewater treatment plant have been blocking certain roads for two days now, and the blockades have also been attended by Democratic People’s Party (DNP) leader Milan Knežević and the President of the Municipality of Zeta Mihailo Asanović.
According to the law, all public gatherings of more than 20 people must be reported to the police.

Who is Terzić, the man who prevented an ETV Portal journalist from filming: Previously arrested, threatened Mujović

The situation in Komarnica may appear calmer at first glance, but in essence it is deeply worrying and far from stable. The water has receded, but the consequences remain and cannot be ignored - damaged road infrastructure, compromised terrain safety along the river, and perhaps most importantly, a sense of uncertainty among the people who live there. Today, the residents of Komarnica fear not only the consequences of recent floods, but also the realization that there is no permanent, systemic solution to protect them.
The biggest problem in this part of the municipality is not nature itself, but the absence of a long-term state response to recurring risks - President of the Municipality of Šavnik Jugoslav Jakić said in an interview for ETV Portal.
<h2>LEFT TO FEND FOR THEMSELVES</h2>
As Jakić explained, Komarnica has been facing extreme weather conditions for years, while the local government, with limited resources, is forced to repeatedly repair damage instead of addressing the root of the problem. He believes that such an approach exhausts the community and sends the message that people in this area should accept a state of emergency as normal.
He points out that the issue of Komarnica and flooding is merely a symptom of a deeper problem - the long-term neglect of the north and rural areas. In addition to protection from natural disasters, Šavnik, Jakić emphasizes, urgently needs serious support in the development of road infrastructure, utility systems, and basic living conditions. Without this, he believes, there can be neither economic development, population retention, nor sustainable use of the natural resources this municipality possesses.
- What is being sought here are not privileges, but basic conditions for a normal life. If the state wants balanced regional development, then it must also be present where challenges are greatest and capacities weakest. Otherwise, we risk entire areas becoming deserted, only to be mentioned when a natural disaster occurs. Ultimately, without state assistance in these areas, local communities are left to fend for themselves. And when a village disappears, the state disappears from those areas as well - said the head of the Municipality of Šavnik.
He reiterates that Komarnica is not merely a local issue of the Municipality of Šavnik, as it is sometimes portrayed, but a state issue par excellence. Therefore, according to our interlocutor, the lack of interest at the state level is particularly concerning. He recalls that after the most recent floods no one showed interest in the situation in Komarnica, no one from the Government came to visit the area, nor did anyone attempt to assess the scale of the problem and the needs of the people living in Šavnik.
<h2>THE BURDEN OF THE PROBLEM ON LOCAL GOVERNMENT</h2>
This is, he says, especially incomprehensible given that Komarnica is legally and institutionally under multiple layers of state protection.
- This area was declared the „Dragišnica and Komarnica“ Nature Park in 2018, with the aim of preserving natural values and ensuring sustainable development. At the same time, Komarnica is part of the „Emerald Network“, meaning that Montenegro has assumed an international obligation to protect this area through the Bern Convention, and it has also been recognized as a potential „Natura 2000“ site, which will be of particular importance in the process of accession to the European Union. In addition, clear legal restrictions under the Nature Protection Act apply, which imply the responsibility of the state for the management and protection of this area - Jakić stated decisively.
Under such circumstances, he stresses, it is completely illogical to shift the burden of the problem onto local government. Jakić says that Šavnik does not shy away from responsibility - quite the opposite. The local administration, as our interlocutor explained, has done everything within its power: it has prepared project documentation for the construction of a bridge, as one of the key infrastructure solutions that would significantly improve the safety and functionality of this area. However, he adds that the implementation of such a project exceeds the financial and technical capacities of a small municipality and requires direct involvement from the state.
- Last year’s experience further confirms this need. Even then, assistance from the state level was absent at the most critical moment. Only after several days, when the local administration had already taken all available measures and practically halted further escalation of the floods, did a visit by the President of the state and the engagement of the Montenegrin Armed Forces follow. I want to emphasize that the role played at that time by the Chief of the General Staff of the Armed Forces of Montenegro, General Zoran Lazarević, was extremely important and professional, but that does not change the essence of the problem - the reaction came too late. Therefore, it is entirely legitimate to expect that someone from the extensive government administration comes to Komarnica, sees the situation on the ground, and assumes part of the responsibility. Otherwise, the impression is created that state assistance is provided selectively, along political lines, rather than in accordance with legal obligations and real needs - said Jakić.
He also pointed out that last year’s floods laid bare the true state of the system. According to him, they showed how quickly and solidarily the local community can act when faced with a crisis, but also how fragile that system is when timely and coordinated state support is absent. They also demonstrated that problems such as those in Komarnica cannot be addressed sporadically and symbolically.
- If we have not learned a lesson from those experiences, then we risk returning to the same issues every year, with increasing damage and diminishing trust among people that things will change. In the end, I want to clearly state: citizens of Montenegro live in Šavnik. They should not be viewed through a party or political lens, but as people to whom the state owes security, protection, and equal treatment - Jakić emphasized.

State assistance is selective, politically motivated and neglects the needs of citizens

During today’s blockade of a roundabout in Podgorica, organized by residents of Botun as a protest against the construction of a wastewater treatment plant, an incident occurred.
A citizen attempted to pass through the blockade, stating that his wife, who is in another Podgorica neighborhood, is pregnant and experiencing pain. Despite his explanation, those gathered did not allow him to pass.
After that a person, who had been sitting in the driver’s seat of the car in which the leader of the Democratic People’s Party Milan Knežević was, got out of the vehicle and entered into a verbal confrontation with the citizen.

Incident at a blockade in Podgorica: Citizen denied passage, ETV Portal journalist also prevented from filming

ješavanje otvorenih pitanja sa Hrvatskom koordinira Ministarstvo vanjskih poslova, na čelu sa potpredsjednikom Vlade za međunarodne odnose i ministrom vanjskih poslova Ervinom Ibrahimovićem. Jedan dio rješava se kroz kontinuirane aktivnosti resora u čijoj su nadležnosti, dok drugi dio podrazumijeva formiranje specijalizovanih tijela, poput komisija i mješovitih odbora.

Nakon što je ministar odbrane Dragan Krapović (Demokrate) prošle sedmice izjavio kako će biti na čelu komisije koja će sa Hrvatskom pregovarati o budućnosti broda „Jadran“, Pobjeda je zatražila potvrdu ove informacije iz Vlade i iz MVP-a. Iz Vlade nam je tada pojašnjeno da, s obzirom na to da su bilateralni odnosi u nadležnosti resora diplomatije, odgovore na ova pitanja možemo dobiti iz tog ministarstva, ali i naveli da trenutno postoji više radnih tijela.
Poslije više od sedmice, Pobjeda je juče konačno dobila odgovore MVP o dinamici rješavanja otvorenih pitanja sa Hrvatskom.
<h2>Pomaci</h2>
- Cjelokupan proces rješavanja otvorenih pitanja sa Republikom Hrvatskom koordinira MVP, na čelu sa potpredsjednikom Vlade za međunarodne odnose i ministrom vanjskih poslova mr Ervinom Ibrahimovićem (Bošnjačka stranka), u čemu se ostvaruje intenzivna saradnja sa drugim nadležnim resorima i tijelima, a posebno vodeći računa o propisanim nadležnostima. U pogledu planirane dinamike za ovu godinu, očekuje se nastavak snažnog dijaloga sa susjednom Hrvatskom, koji će nesumnjivo dati doprinos ukupnom napretku Crne Gore u procesu evropskih integracija, uključujući i zatvaranje Poglavlja 31, za što su još ranije ispunjena završna mjerila – naveli su iz tog ministarstva.
Oni su podsjetili na veoma značajnu činjenicu kako su dvije zemlje tokom prošle godine zabilježile „vidan napredak u unapređenju bilateralnih odnosa i rješavanju otvorenih pitanja“. Kako su dodali, to je bio rezultat „kontinuirane i konstruktivne komunikacije na visokom i najvišem nivou, zasnovan na principima ravnopravnosti, otvorenosti i savezništva“.
- Iako je još mnogo posla pred nama, ostvareni pomaci, kojima je domaća javnost svjedočila, više su nego vidljivi. Napredak je prepoznat i od evropskih partnera, koji pozitivno gledaju na odgovoran pristup Crne Gore u ovom procesu, a što je i konstatovano u izvještaju Evropske komisije – istakli su iz MVP.
Osnovni mehanizam koordinacije rješavanja otvorenih pitanja su, kako su naveli, bilateralne političke konsultacije između Ministarstva vanjskih poslova Crne Gore i Ministarstva vanjskih i evropskih poslova Hrvatske.
- Oni služe kao osnova za dogovor o njihovoj dinamici, uz jasno opredjeljenje da se svakom od njih pristupi temeljno i sa dužnom pažnjom, imajući u vidu njihovu kompleksnost i osjetljivost. Jedan dio ovih pitanja rješava se kroz kontinuirane aktivnosti resora u čijoj su nadležnosti, dok drugi dio, zbog specifičnosti i kompleksnosti određene materije, podrazumijeva formiranje specijalizovanih tijela, poput komisija i mješovitih odbora – precizirali su iz resora kojim rukovodi Ibrahimović.
Dalje su podsjetili kako je, nakon sedam godina pauze, obnovljen rad Međuvladinog mješovitog odbora za sprovođenje Sporazuma o zaštiti prava hrvatske manjine u Crnoj Gori i crnogorske manjine u Hrvatskoj. Njega čine predstavnici resora i manjina obje države.
Intenziviran je i rad Vladine komisije za nestala lica, formirane 13. decembra 2024. godine. U njenoj su nadležnosti pitanja koja se odnose na nestale sa teritorije Crne Gore u oružanim sukobima na prostoru bivše Socijalističke Federativne Republike Jugoslavije. I ova tema biće predmet daljih razgovora sa hrvatskom stranom.
- Imajući u vidu suprotna stanovišta u odnosu na dato pitanje, u narednom periodu očekuje se i formiranje komisije koja će se baviti razmjenom argumentacije o Školskom brodu „Jadran“, na čijem će čelu biti ministar odbrane Krapović, a čiji će sastav biti dogovoren u komunikaciji resornog ministra sa potpredsjednikom Vlade Ibrahimovićem – naveli su iz MVP.
Novitet je i to što će se kroz posebno radno tijelo definisati i pitanje granica, koje su bile definisane posebnim bilateralnim sporazumom, odnosno Protokolom o privremenom graničnom režimu, potpisanim još 2002. godine.
- Uzevši u obzir nadležnosti propisane Zakonom o vanjskim poslovima, inicirano je formiranje komisije za obavljanje poslova razgraničenja i utvrđivanja državne granice, i za pripreme za zaključivanje međunarodnih ugovora o državnoj granici, na čijem čelu će - shodno odgovarajućem Zaključku Vlade - biti predstavnik MVP – rečeno je Pobjedi iz resora Ibrahimovića.
<h2>Otvorena pitanja</h2>
Podsjećamo, hrvatska vlada formirala je sredinom decembra komisiju za povrat broda „Jadran“ i sukcesiju vojne imovine, što smatraju jednim od preduslova da bi zatvorili Poglavlje 31, koje je Hrvatska našoj zemlji zaustavila još u decembru 2024. godine. U dokumentu o formiranju ovog radnog tijela navodi se i da je pitanje sukcesije vojne imovine, a naročito povrata broda „Jadran“, u skladu sa Ugovorom o pitanjima vojne sukcesije i da je to jedno od otvorenih pitanja o kojima se razgovara u bilateralnom dijalogu.
S obzirom na ovakvu poziciju Hrvatske, mnogi su najavu da će na čelu te komisije u našoj zemlji biti Krapović, komentarisali kao (ne)svjesno izazivanje novih nevolja.
S obzirom na brojne provokativne poteze kojima se Krapović „okitio“ u proteklih godinu i po, teško da se on može smatrati dobronamjernim. Njegove ekstremne aktivnosti su intenzivirane nakon što su šefovi diplomatija Crne Gore i Hrvatske, Ibrahimović i Gordan Grlić Radman 21. juna prošle godine potpisali dokument kojim je ozvaničena predaja objekta Doma kulture „Josip Marković“ hrvatskoj manjini u Tivtu. Prvo je Ministarstvo odbrane izdalo specijalne značke sa siluetom broda „Jadran“ i pokušalo da ih dijeli čak i na sjednici Vlade. Zatim je Krapović najavio da će ovaj brod biti zaštićen kao crnogorsko kulturno dobro (što se i pokušalo krajem prošle godine). Konačno, ministar vojni je „prijetio“ i uklanjanjem spomen-ploče na ulazu u nekadašnji logor u Morinju.
Da je Hrvatska spremna snažno diplomatski da odgovori na takve poteze, poznato je još od sredine 2024. godine, kada je u Skupštini Crne Gore usvojena Rezolucija o genocidu u Jasenovcu. Tada je Hrvatska odredila status „persona non grata“ liderima tri stranke vladajuće većine: predsjedniku Skupštine Andriji Mandiću (Nova srpska demokratija), potpredsjedniku Vlade Aleksi Bečiću (Demokrate) i Milanu Kneževiću (Demokratska narodna partija).
Krajem iste godine, stigao je i non-pejper Hrvatske, kojim se Crna Gora poziva da obezbijedi „pravednu i dostojnu naknadu svima koji su bili zarobljeni u logorima u Crnoj Gori tokom Domovinskog rata. Traženo je da se potvrdi vlasništvo Hrvatske nad Školskim brodom „Jadran“, uključujući njegov povratak susjedima.
Kao tačka sporenja naveden je i odnos prema hrvatskoj nacionalnoj manjini u Crnoj Gori, uključujući prava na obrazovanje i povrat imovine. Od Crne Gore se očekuje „otklanjanje problema koji sprečavaju pomirenje i opstruiraju dobru saradnju dvije države“, jer je godinama izostajalo procesuiranje ratnih zločinaca od strane Crne Gore. Hapšenje Milorada Kovačevića u Zeti krajem prošle godine mogao bi se tumačiti kao dobar napredak u toj oblasti.
Nadalje, Hrvatska traži da se sazna sudbina njenih 14 nestalih građana, da logor u Morinju (i dalje) bude vidno obilježen, te da se razmotri promjena imena bazena u Kotoru, koji sada nosi ime Zorana Džimija Gopčevića, nekadašnjeg upravnika pomenutog logora.
Hrvatska očekuje onemogućavanje „pokušaja zloupotrebe hrvatske kulture i identiteta“, referirajući na kampanju uoči popisa 2023. godine kada su se pojavili bilbordi na kojima su brojne osobe iz Hrvatske prikazane kao pripadnici srpske kulture u Crnoj Gori. Nezaobilazna stavka je i definisanje granice dvije države na moru, pošto je i dalje na snazi pomenuti Protokol iz 2002. godine.

Rješavanje svih otvorenih pitanja sa Hrvatskom koordinira Ibrahimović

Pala je noć. Karamračina. Gusta, ne vidiš prsta pred okom. Brod Brindizi gasi sva svijetla. Opasno je. Vrijebaju nas. Ostala je da gori koliko se sjećam, samo jedna žižaka na krmi. Kad u neki vakat poče da se proviđa. Neko reče: Eto tamo nekih planina! Biće da su to Prokletije. Na njima snijeg. Izadosmo na palubu. Poviše naših glava crnogorska ratna zastava.
Zapjevamo „Oj, svijetla majska zoro, majko naša Crna Goro…“. Neko, bogme, opali iz levora. Malo po malo, brzo ćemo stići na front. Tamo nas čekaju očevi, stričevi, braća, đedovi. Svi koji su se od ognjišta mogli odvojiti i pušku podići. Vala, govorimo, zapamtiće neprijatelj naš dolazak! I zapamti, božja ti vjera, ali na drugi način!
Puče nešto ispod nas, silo nebeska! Prepolovi brod. Počesmo da se topimo, i što Njegoš reče, da se za pjenu hvatamo. Na površini vode se dešavaju čuda neviđena: puca se kao na frontu. Ljudi prekraćuju sebi muke. Poslije pet i po sati stiže neki brod, i poče da nas kupi po vodi. A more se, kao za inat, raspomamilo. Malo nas je još živih bilo na površini vode. Ko ti je onda moj brate, znao da pliva?! (Sjećanje Petra Grubača, preživjelog pod Medovom 1916.)
Taj brajak sa kojim su, i pod kojim su krenuli iz Sjeverne Amerike, koji ih u tren sakupio iz raznih kanadskih rudokopa, da ko jedan krenu majci u pohode, da je ranjenu i poharanu životima brane, i pred kojim su zadnji put svi zajedno zapjevali svijetloj majskoj zori, sada se našao na Kruševcu.
Na Kruševcu, na dvoru Petrovića đe se ostarjeli kralj sa porodicom i pratnjom sklonio nakon austrijske okupacije Cetinja, došli su oni, onih jedva trećina, koji su pretekli Medovsku grobnicu, da svojemu suverenu predaju tu zastavu i da mu se još jednom na vjernost zakunu.
Nikome od njih sto pedeset i dvojice, koje more ne šće sebi tog januarskog osvita, se nije mislilo ni o čemu drugome do o tome da prvo moraju pred kralja, da ih prvo on blagosilja i naredi đe će i kad će prije frontu. Niko od njih nije razmišljao da ode svojim familijama koje nisu godinama viđeli i zagrlili. Niko, jer Crna Gora je ispred svega i ni za šta drugo mjere nema. 
Zato ih je put od Medove do Crne Gore vodio njemu koji će znati najbolje i pred kim su se Crnoj Gori na vječnu vjernost zakleli. A na zakletvu se ne može i ne smije, makar ne sa onim onda obrazom, a i onu šaku sramotnih jada koji su to i mogli i odoše „da sahane tuđe ližu” je istorija odmah ispljunula.
Donijeli su pred njih nju - ratnu zastavu. Od jada zgužvanu, od krvi i soli prošaranu, od neprijatelja kroz bitke sačuvanu, sa koljena na koljeno nasljeđivanu, životom više puta plaćenu – nju, ponosnu crnogorsku zastavu, došli su da mu je u stare ruke predaju.
Nad njoj su lebdjele duše poginulih dobrovoljaca. Njih tri stotine devedeset i dvojica utkala su svoj slobodarski, nepokolebljivi i potonji dah u svilu tog barjaka. Stari je kralj zaplakao poput đeteta, grleći je ko što bi zagrlio da može sve one koji ne stigoše da još jednom na crnogorski krš stanu. Plakao je i suzama natapao nju koja ih je vodila danima od Sjeverne Amerike do pod kapu Lovćensku. Sve do onog trena dok ih morske nimfe sebi ne uzeše, i ne povukoše u dubine Medovskog zaliva, da same sebi sličnu ljepotu nađu.
Danas nema ni njih, ni zastave, ni kralja kojega bi domoljubljem darivali. Nema ni neke druge zastave pod koju bi stali i koja bi nas povela pred sjene ovih velikomučenika crnogorskih.
Sto deset je godina od najveće crnogorske tragedije. Sto deset godina od kako nismo ništa naučili, od kako se nismo odužili i kako nismo dostojan naraštaj postali. 
Ne postoji u svijetu puno primjera odanosti, ljubavi i žrtve prema svojoj domovini kao što je onaj medovskih mučenika. 
Nemoguće je opisati taj trenutak u životu jednog čovjeka, koji da bi đecu prehranio odlazi desetinama hiljada kilometara daleko da po rudarskim jamama golim rukama grebe svoju nafaku. Gladan i bos, prašnjav i crn - ma ponosan i uspravan. I na prvi poziv svojega kralja i otadžine on ostavlja sve i trči domovini u pomoć, srećan i ushićen što mu je sudbina dala šansu da joj se oduži i da za nju krv prolije, jer svakako se jednom mora mrijeti.
I dok u neisčeku putuje ka njoj po mislima mu se vrte imena crnogorskih slobodara, junaka i hajduka koji sebi za života vječni vijenac ispletoše. Misli i nada se da će i on svoje mjesto među njima naći, da će i on jednoga dana nekome mladom, još nerođenom oslonu biti primjer.
Mi nismo ti nerođeni osloni koji će ih za primjer uzimati. Nismo, jer da jesmo ne bismo danas među političkim prvacima imali kukavice, lažove, poltrone i izdajnike. Nekada se za riječ glava gubila, a danas se obraz i riječ zbog stolice gube. I nemojte misliti da smo išta bolji od njih jer nismo, da smo bolji mi bi bili pred njima a ne oni pred nama. 
Zato danas, kad se nad Medovom more više ne pjeni, nego ćuti, ostaje samo jedno pitanje koje nas progoni: jesmo li dostojni njihove tišine? Jer oni su znali zašto umiru, a mi više ne znamo ni zašto živimo. Oni su ginuli pod barjakom, a mi se danas skrivamo iza zastava koje nam služe samo kad treba nešto uzeti, a nikad kad treba nešto dati. 
Njihova žrtva je bila sveta, a naša ravnodušnost je sramna. Mi smo naraštaj koji se zaklinje u pretke, a gazi njihovo ime; koji se busa u prsa junaštvom, a bježi od odgovornosti; koji se poziva na čast, a prodaje je na rate.
Nijesmo mi izdali zato što smo slabi, nego zato što smo zaboravili. Zaboravili da se država ne voli riječima, već djelima. Zaboravili da sloboda nije nasljeđe koje se troši, nego amanet koji se čuva. Zaboravili da su oni dali sve – život, mladost, snove – a mi nijesmo dali ni minimum da kažemo „ne“ onima koji Crnu Goru svode na plijen.
Ako nas sjutra istorija i pomene, pomenuće nas kao generaciju koja je imala sve, a nije znala što s tim da uradi. Kao one koji su stajali na ramenima divova, ali su gledali u blato. I to je naša najveća kazna – ne što nijesmo stradali, nego što nijesmo zaslužili da budemo dostojni onih koji jesu.
Neka je vječna slava crnogorskim dobrovoljcima palim pod Medovom januara 1916. Duše vam nebom carovale!

Lovćenska vila

Već pola mjeseca stanovnici Zete nijesu imali prevoz od naselja do naselja, jer je preduzetniku BLC Zeta istekao ugovor koji je imao sa Opštinom.
Mještani su mogli samo od Anova do Podgorice. Od ponedjeljka Opština će obezbijediti prevoz kroz naselja i do KAP-a, odakle će putnici moći da presijedaju u gradski prevoz Podgorice koji organizuju Putevi. Kako je rekao Radoš Zečević, direktor Puteva, postignut je dogovor sa Opštinom o presijedanju putnika kako se ne bi remetio Zakon o saobraćaju.
- Kroz Zetu će biti njihova vozila, a mi ćemo preuzimati putnike u blizini KAP-a. Nemamo razloga da uvodimo novu liniju nego ćemo produžiti postojeću i pojačati broj vozila. Na liniji gdje je vozilo četiri autobusa biće još jedan i harmonike. Tehnički i ljudstvom možemo da odradimo to. Žao mi je što zbog zakona nijesmo mogli voziti po Zeti nego maltretiramo ljude da presijedaju, ali to je jedini način da sve bude kako treba, a da se posao završi. I školarci će koristiti te naše linije i birati da li će saobraćati školskim autobusom ili na ovaj način. Polazaka ćemo imati koliko bude trebalo - kaže Zečević.
On je istakao da će Putevi Zeti ustupiti kombi vozila kako bi organizovali prevoz unutar opštine.
- Pozajmićemo im vozila koliko im bude trebalo, ali mislim da više od tri neće biti potrebno. Detalje oko stajališta u Podgorici ćemo precizirati. Što se tiče stajališta kod Sat kule praksa će pokazati koliko je neophodno pa ćemo razgovarati sa Sekretarijatom za saobraćaj. Dokle će autobus koji preuzme putnike kod KAP-a ići zavisi od njihovih potreba. Sve te detalje ćemo dogovoriti dok vozila ne krenu – rekao je Zečević.
Predsjednik Opštine Mihailo Asanović rekao je da Komunalno preduzeće preuzima prevoz kroz Zetu.
- Građani Zete će od ponedjeljka imati prevoz i o tome ćemo ih obavijestiti. Bez prevoza neće biti. Što se tiče javnog prevoza na našoj teritoriji on ostaje besplatan. Prevoznik BLC Zeta može da vozi liniju Golubovci-Podgorica i to nema veze sa nama, već sa ministarstvom. Mi obezbjeđujemo prevoz unutar opštine i do KAP-a, a od KAP-a putnici presijedaju u autobus Puteva i idu dalje ka Podgorici. Na svojoj teritoriji Putevi naplaćuju kartu, a mi ćemo građane voziti besplatno - kaže Asanović.
Asanović je kazao da su pozajmili dva vozila, ali nije precizirao od koga.
- Ta dva vozila će non stop saobraćati. Jedno će povezivati naselja sa lijeve, a drugo sa desne strane. Kuda su do sada saobraćali autobusi voziće se i sada. Biće duplo više polazaka nego što je vozio prethodni prevoznik - kazao je Asanović.
Direktor BLC Zeta Janko Bulatović kaže da redovno saobraća na relaciji Podgorica-Anovi po redu vožnje koji je ovdjeren u Ministarstvu saobraćaja.
- I sada imamo non stop prevoz od Podgorice do Anova. Čuo sam informacije da ne vozimo danima, ali to nije tačno, jer mi nijesmo prestajali da saobraćamo na relaciji Podgorica – Anovi i imamo 15 polazaka u toku dana. Nastavljamo i sa školskim autobusom. U januaru će biti niža cijena mjesečne karte, okvirno za oko 50 odsto, jer pola mjeseca djeca nijesu koristila prevoz - kaže Bulatović.
<h2>"Građane drže kao taoce uskopartijskih interesa"</h2>
Uprkos zaista impozantnim prilivima i budžetu naše Opštine, svjedočimo velikoj odgovornosti građana prema Opšini Zeta, kroz redovno plaćanje poreza i prireza koji su među najvišima u državi, a nasuprot tome građani su ostali bez javnog prevoza, a dovedeni su u pitanje i odvoz smeća i drugi osnovni servisi koje Opština mora da obezbijedi, rekao je Miroslav Boljević, odbornik DPS-a u SO Zeta.
- Danas je potpuno jasno: kada stanu autobusi, ne staje samo prevoz – staje normalan život ljudi ko ji idu na posao, u školu, kod ljekara, u Podgoricu ili nazad kući. Razloga za odgovornost ima, ali ne očekujem da će iko iz uprave Opštine Zeta tu odgovornost preuzeti. Umjesto rješenja i hitnih mjera, nastavlja se praksa da se građani drže kao taoci uskopartijskih interesa i međusobnih obračuna, dok problemi rastu iz dana u dan - rekao je Boljević.
On ispred kluba DPS-a Zete zahtijeva da se hitno saopšti ko je odgovoran za prekid javnog prevoza, koji je plan za momentalno uspostavljanje linija, ko će snositi posljedice zbog ugrožavanja osnovnih usluga građanima.
- Građani Zete uredno plaćaju svoje obaveze. Na potezu je Opština da konačno radi svoj posao - navodi Boljević.

Komunalno preduzeće voziće unutar Zete od ponedjeljka: Putnici će presijedati kod KAP-a

U Crnoj Gori je prošle razveden 991 brak, od čega su 663 okončana sudskom odlukom, a 328 sporazumnim razvodom, pokazuju podaci Sekretarijata Sudskog savjeta.
Psihološkinja Radmila Stupar Đurišić za Portal RTCG je kazala da su loša komunikacija, emocionalno udaljavanje, osjećaj usamljenosti u braku i različita očekivanja od bračne zajednice najčešći razlozi za razvod koje partneri navode.&nbsp;
&nbsp;U Crnoj Gori raste broj razvoda.
Statistika pokazuje da je 2024. godine zabilježen dotad rekordan broj razvoda – najviše od 2014. godine – čak 853.
Prema podacima Sekretarijata Sudskog savjeta dostavljenim Portalu RTCG, taj broj je prošle godine porastao na 991, što znači da se u prosjeku dnevno razvede više od dva braka.
- U prošloj godini pravosnažno je riješen 991 predmet razvoda braka u Crnoj Gori. Od toga je 663 razvoda bilo sudskom odlukom, a 328 sporazumnim razvodom - piše u podacima.
Stupar Đurišić je kazala da je rast broja razvoda dio šireg društvenog trenda u regionu i Evropi.
- Brak više nije egzistencijalna nužnost, već emotivni i lični izbor. Kada taj izbor prestane da ispunjava osnovne psihološke potrebe - sigurnost, bliskost, poštovanje i podršku, ljudi su spremniji da ga preispitaju - navela je Stupar Đurišić.
Kako je rekla, loša komunikacija – ćutanje, pasivna agresija, stalni konflikti, zatim emocionalno udaljavanje i osjećaj usamljenosti su najčešći razlozi za razvod braka koji partneri navode, kaže Stupar Đurišić.
Česti su i neriješeni konflikti iz prošlosti, kao i različita očekivanja u vezi uloga, roditeljstva i finansija.
- Nevjera se često navodi kao razlog razvoda, ali je ona nerijetko samo simptom dubljih problema u odnosu - kazala je psihološkinja.
Takođe, značajan uticaj imaju bolesti zavisnosti, poput alkohola, kocke i digitalnih zavisnosti, kao i nedostatak podrške i razumijevanja za lični razvoj partnera.
- Danas se parovi lakše odlučuju na razvod nego ranije, ali to ne mora nužno biti negativno. Ranije su ljudi ostajali u brakovima zbog društvenog pritiska, ekonomske zavisnosti i straha od osude okoline - dodala je Stupar Đurišić.
Prema njenim riječima, savremena svijest o mentalnom zdravlju, ličnim granicama i pravu na kvalitetan život dovela je do pomjeranja sa ideje “brak po svaku cijenu” ka ideji emocionalno zdravog odnosa.
Psihološkinja kaže da problem nastaje kada se razvod doživljava kao prvo, a ne kao posljednje rješenje.
Takođe, kako je dodala, hronični stres i ekonomska nesigurnost smanjuju toleranciju i strpljenje i povećavaju konfliktnost i dovode do osjećaja frustracije.
Stupar Đurišić je navela da se danas od partnera očekuje da bude emotivni oslonac, prijatelj, roditelj i uspješan profesionalac.
Prema njenim riječima, ta očekivanja često prevazilaze realne kapacitete ljudi, što vodi ka razočaranju i emocionalnom zamoru.
Stupar Đurišić kaže da djeca razvod doživljavaju emocionalno, a ne racionalno.
Djeca često provode dane razmišljajući šta bi oni mogli učiniti da ‘poprave’ porodicu, upozorava psihološkinja.
- Djeci je najvažnije da osjete stabilnost, sigurnost i ljubav oba roditelja, čak i kada oni više ne žive zajedno - istakla je psihološkinja.
Kako ne bi došlo do razvoda, psihološkinja savjetuje parovima da ne čekaju da njihov odnos postane emocionalno mrtav.
Takođe, kako je poručila, partneri treba da potraže stručnu pomoć kada se konflikti ponavljaju, a komunikacija se svodi na kritiku ili ćutanje, ili kada jedan ili oba partnera razmišljaju o prekidu.
Parovi bi trebalo da rade na otvorenoj i nenapadačkoj komunikaciji, ulažu u emocionalnu bliskost i razmišljaju o bračnoj ili partnerskoj terapiji kao obliku prevencije, a ne kao „posljednjem pokušaju“.
- Razvod ponekad jeste najzdravije rješenje, ali u velikom broju slučajeva problemi su rješivi ako se prepoznaju na vrijeme - zaključila je Stupar Đurišić.
