Doubts over the regularity of the tender for the reconstruction of the Jasikovac–Cmiljača road: Where is the document that Mensur Hajdarpašić was required to sign?

The tender for the preparation of the conceptual design and main project for the reconstruction of the Jasikovac–Cmiljača road in Bijelo Polje, including the execution of works, is worth more than €11 million including VAT and has raised questions about the regularity of the public procurement procedure. The bid submitted by Konstruktor Group, together with its subcontractors, was selected as the most advantageous. The contracting authority is the Ministry of Public Works, while the investor is the Municipality of Bijelo Polje.
Reviewing the documentation published on the Montenegrin Electronic Public Procurement System (CEJN), along with allegations contained in a complaint filed by one of the bidders, and there were four bidders in total, has raised questions about compliance with procedures and the completeness of the tender documentation.
One of the issues concerns the conflict-of-interest declaration dated 3 November 2025, which, according to the documentation published on CEJN, does not bear the signature of Mensur Hajdarpašić, Secretary of the Municipality of Bijelo Polje. According to the available information, he signed all three project briefs that form part of the tender documentation.
