Ministry of Justice allocates €100,000 for electronic monitoring of convicted offenders: Ankle monitors and stationary units to be purchased

The Ministry of Justice plans to allocate €100,000 to upgrade the electronic monitoring system for convicted offenders.
According to a tender published on Montenegro’s Electronic Public Procurement System, 50 stationary monitoring units and 50 RF transmitters, or electronic ankle monitors, will be purchased. The new equipment must be compatible with the existing electronic monitoring system.
According to the tender documentation, each stationary unit will be capable of simultaneously detecting at least 10 different individuals wearing RF bracelets. The devices will communicate with the ankle monitors via radio-frequency signals, while communication with the central monitoring server will be possible through mobile or fixed-line telephone networks. If one communication link fails, the system must automatically switch to the other.
The units will also be able to operate without a connection to the central server. In such cases, activity data will be stored in their internal memory, which must have a capacity of at least 17,000 events. Once the connection is restored, the device must automatically forward the collected data to the central server.
The equipment is also designed to operate in the event of a power outage. Each stationary unit must have a battery capable of providing at least 48 hours of operation without electricity.
The tender also provides for a range of mechanisms to detect attempts at unauthorised tampering. The central monitoring system must trigger an alarm if someone attempts to open or damage the casing, move the device, open the SIM slot, interrupt the telecommunications connection, or in the event of a power outage and subsequent restoration of power.
The devices will also feature an LCD screen displaying information on the time, installation process, battery and telephone connection status, as well as any errors or problems encountered during installation or operation.
According to the technical specifications, installation of a stationary unit should take no more than 15 minutes, without requiring communication with the central monitoring server during installation and activation.
The second part of the procurement concerns 50 TRXS-860 RF transmitters, or electronic ankle monitors. They must use two-way encrypted RF communication with the stationary unit and incorporate multiple safeguards against attempts to remove or tamper with the device without authorisation.
According to the tender, the ankle monitor strap will be secured with a single-use locking clasp. The devices should also be waterproof, impact-resistant and made of hypoallergenic materials. Their design, in accordance with the procurement requirements, should not restrict the physical movements of the person wearing them.
The tender also stipulates that all devices supplied must be new and unused.
Bids must be submitted by 21 October, when they will also be opened.
