Montenegro has disposed of almost all surplus weapons, generating €9.33 million and US$26.05 million in revenue

From the restoration of Montenegro's independence until the end of June 2026, surplus ammunition stored by the Armed Forces of Montenegro has been reduced by 11,649.57 tonnes, or 96.67 percent. The sale of surplus weapons and military equipment has generated a total of €9,334,574.16 and US$26,054,661.84, according to information adopted by the Government at its session on Thursday.

According to the Report on the Destruction of Surplus Weapons and Military Equipment, 4,085.69 tonnes of surplus ammunition have been destroyed, 7,129.09 tonnes have been sold, while 434.79 tonnes have been donated to partner countries.

- During the period from 31 December 2025 to 30 June 2026, no reduction in surplus ammunition was carried out (there were no destruction activities, sales, or donations to partner countries) - the government document states.

As of 30 June, 400.98 tonnes of surplus ammunition remain in the Armed Forces' storage facilities. Of this amount, 113.12 tonnes, depending on their condition, will either be sold, destroyed, or used for training purposes, while the remaining 287.87 tonnes will be preventively destroyed under the organization of the Ministry of Defence.

Destruction of 287.87 tonnes of torpedo and cruise missile bodies planned

Surplus ammunition is currently being managed through two programmes: ITF Enhancing Human Security and the Ministry of Defence's preventive destruction programme.

As the Government notes, one of the programmes for disposing of surplus ammunition is being implemented in cooperation with the Slovenian organization ITF Enhancing Human Security. On 19 July 2018, the Government of Montenegro and ITF signed a Memorandum of Understanding on humanitarian demining, the destruction of conventional weapons, physical security, and stockpile management.

Through this programme, 190.27 tonnes of surplus ammunition belonging to the Armed Forces of Montenegro have been destroyed to date.

- It is important to note that this programme allows for additional quantities of surplus ammunition to be included for destruction, as well as for ensuring the safe storage of the Armed Forces' weapons and military equipment, subject to the availability of financial resources - the document explains.

Following the conclusion of an ongoing court dispute with Cofis Montenegro d.o.o. Podgorica, the Ministry of Defence plans to organize the destruction of an additional 287.87 tonnes of surplus materiel, specifically torpedo bodies and cruise missile bodies.

Almost 100 percent of sales revenue collected

According to the Report on the Sale of Surplus Weapons, a total of 7,129.09 tonnes of surplus ammunition and 66,748 weapons and other combat items have been sold over the past 20 years.

Commission agents and buyers have taken delivery of 7,129.09 tonnes of ammunition and 66,741 weapons and other items of military equipment. The remaining seven items have not been collected and continue to be recorded as surplus property of the Armed Forces of Montenegro.

In addition, 2,987 motor vehicles, trailers, engineering and industrial machines, 34 naval vessels, 11 lots of equipment and spare parts for vessels and workshop equipment, as well as 106 lots of aircraft spare parts, equipment, and maintenance tools have also been sold.

The Government states that payment has been collected for virtually all surplus weapons and military equipment sold, amounting to a total of €9,334,574.16 and US$26,054,661.84.

- For weapons and ammunition, a total of US$25,524,761.84, representing 95.78 percent of the contracted value, and €3,072,485.04, representing 100 percent of the contracted value, has been collected. For motor vehicles, trailers, engineering and industrial machinery, total payments of €4,177,589.41 have been received. Payments for naval vessels and their spare parts amounted to €2,025,090.51 and US$529,900, representing 99.85 percent of the contracted value. Full payment of €59,409.20 has also been received for aircraft spare parts, as well as equipment and tools for their maintenance - the document concludes.
