Evidence of Goran Jokić’s forgery, accusations also target Milena Pajović and Ljubica Damjanović
In the supplement to his criminal complaint, Pavićević accuses former Head of the Regional Security Center „Center“ Goran Jokić, disciplinary prosecutor Milena Pajović, and President of the Ministry of Interior Disciplinary Commission Ljubica Damjanović. In December last year, Pavićević filed a criminal complaint accusing Minister of Interior Danilo Šaranović, Police Directorate Director Lazar Šćepanović, and the former president and members of the Commission for Security Clearance Checks of acting as an organized criminal group that unlawfully initiated disciplinary proceedings and removed him from police service

Former Head of the Podgorica Security Center Milovan Pavićević submitted to the Special State Prosecutor’s Office today a supplement to his criminal complaint against former Head of the Regional Security Center „Center“ Goran Jokić, accusing him of abuse of office and falsification of official documents.
At the same time, the complaint accuses disciplinary prosecutor Milena Pajović and President of the Ministry of Interior Disciplinary Commission Ljubica Damjanović of unlawfully delaying disciplinary proceedings.
CRIMINAL ASSOCIATION
In December last year, Pavićević accused Minister of Interior Danilo Šaranović and Police Directorate Director Lazar Šćepanović of being organizers of a criminal group that abused its position to unlawfully initiate disciplinary proceedings against him and remove him from service.

Also named as part of the alleged criminal association, according to Pavićević’s complaint, are former President of the Commission for Security Clearance Checks Darko Vujović, commission members Ljiljana Zejak, Đorđije Peković and Dejan Filipović, as well as Secretary of the Disciplinary Commission Marija Kilibarda.
The supplement states that Jokić, at the time Head of the „Center“ Regional Security Center, falsified official documents of the Podgorica Security Center and presented false information about Pavićević.
„Goran Jokić certified previously entered false information that I was engaged in analyzing criminal offenses committed by unknown perpetrators, even though he had known, since I handed over my duties as Head of the Podgorica Security Center on April 9, 2021, that I had not worked a single day in the Podgorica Security Department“, the supplement to the complaint states.

FICTITIOUS EMPLOYMENT
In the complaint, Pavićević also presents a letter from Goran Jokić dated December 26, 2024, addressed to the Head of the Department for Support to Police Organizational Units, Police Development and Analytics Igor Glavatović.

The document lists 12 police officers, of whom only three were actually performing the duties specified.
„Goran Jokić, as reasonably suspected, certified false information that I was engaged in analyzing criminal offenses committed by unknown perpetrators, even though he knew that, since I handed over my position as Head of the Podgorica Security Center, I have not worked a single day in the Podgorica Security Department“, the complaint states.
Along with the supplement, Pavićević submitted as evidence a document signed and certified by Jokić on December 26, 2024, addressed to Glavatović.
Pavićević also listed the names of police officers - only three of whom were actually performing the duties specified in that document (names have been redacted).
It is evident, he claims, that Jokić deliberately misled Glavatović and, through a false document, accused police officers of not performing the work for which they are paid, which then served as the basis for disciplinary proceedings.
A DISCIPLINARY PROCEDURE THAT NEVER ENDS
Milovan Pavićević also points out that disciplinary prosecutor Milena Pajović and President of the Ministry of Interior Disciplinary Commission Ljubica Damjanović deliberately delayed and refused to schedule hearings in the disciplinary proceedings.

„The suspects Pajović and Damjanović, by abusing their official positions, postponed and failed to schedule hearings in the disciplinary proceedings over an extended period, and also failed to suspend the proceedings despite the absence of legally valid evidence supporting the opinion of the Ministry of Interior Commission for Security Clearance Checks for performing police duties“, the supplement states.
According to Pavićević, their methods amount to a deliberate suppression of the truth. After February 13, 2025 - when the decision to initiate disciplinary proceedings was made - the main hearing was delayed for more than six months, until September 25 of last year, when Pavićević presented his defense and proposed evidence refuting what he describes as false claims regarding security clearance obstacles.
WHEN THE PROSECUTOR REMAINS SILENT
However, after the main hearing, the supplement notes, Pajović and Damjanović did not undertake any procedural actions to collect or present evidence.

For this reason, Pavićević suspects that Pajović and Damjanović, acting on orders from Minister Danilo Šaranović, accepted that the unlawful disciplinary proceedings, despite lacking evidence -should not be suspended.
The goal, according to Pavićević, is to prolong the proceedings so that the 2organized criminal group can exploit unlawful security checks from November 11, 2024, based on falsified data“.
Although Milovan Pavićević filed the criminal complaint as early as December 22 last year, the Special State Prosecutor’s Office, headed by Vladimir Novović, has not yet issued any statement.
