Mayor of Podgorica initiates disciplinary proceedings against Capital City official

Mujović suspends Dajković for attending protest against construction of the wastewater treatment plant

The Mayor of Podgorica Saša Mujović has adopted a decision to initiate disciplinary proceedings and issued a ruling on the suspension of the Head of the Citizens’ Service Vladislav Dajković on suspicion that he committed a serious breach of official duty by attending a protest against the construction of a wastewater treatment plant in Botun.

Mujović made the decision today, based on Article 137 of the Law on Local Self-Government, in conjunction with Article 95, paragraph 1, item 1 of the Law on Civil Servants and State Employees, which defines the failure to perform official duties or their careless and negligent performance as a serious breach of official duty.

The disciplinary proceedings were initiated because Dajković attended, on 31 December 2025, during working hours, a protest gathering organized against the construction of a capital project of the City of Podgorica - the wastewater treatment plant - at a location in the Botun settlement.

According to the Mayor’s decision, by such conduct Dajković violated Article 4, paragraph 2 of the Code of Ethics for Elected Representatives and Officials in Local Self-Government of the Capital City of Podgorica, thereby jeopardizing the interests and damaging the reputation of the Capital City.

The explanation of the decision states that there is material evidence in the form of photographs, video recordings, and social media posts indicating reasonable suspicion that a breach of official duty occurred. All allegations and evidence will be examined in the disciplinary proceedings, which will, in accordance with the law, be conducted by the Disciplinary Commission of the Government of Montenegro.

As stated, no appeal is permitted against this decision. The determination of the appointee’s disciplinary liability will be made after the completion of the proceedings, with full respect for legal procedures and the right to be heard.

The decision has been delivered to Vladislav Dajković and to the Disciplinary Commission of the Government of Montenegro.
